Measurement requires knowing what change looks like. Without use case specificity, change management has no anchor.

Finding these people requires observation and nomination, not a call for volunteers.

Second, superusers must be given genuine time and access. A superuser programme that treats the role as an additional responsibility on top of a full existing workload produces nominal champions rather than genuine advocates. Effective programmes protect capacity: the superuser has allocated time each week to build, test, and document configurations for their team. They have access to configuration and building tools that go beyond what standard users can access. They can test new capabilities before they are rolled out more broadly.

Third, superusers must be recognised internally for what they build. When the organisation visibly values what the superuser contributes, it signals that building with AI is legitimate and worthwhile work. Other people notice, and it creates social normalisation of AI use. When superuser contributions are invisible or treated as unofficial side work, the opposite signal is sent.

The superuser investment is not large relative to the procurement cost. Protecting four to six hours per week for a small number of practitioners in the six weeks before go-live, and ongoing time post-go-live, is typically achievable within the project budget. Training and Communications: What They Can and Cannot Do

Training that works for enterprise AI is different from training for traditional software. It does not just explain what the AI can do. Naming the workflow, quantifying the result, and attributing it to a real team creates social proof that changes the calculation other users make about whether the AI is worth adopting.

What communications cannot do is substitute for workflow redesign and superuser activation. A team that receives clear communications about an AI tool but works in a workflow that has not been redesigned to integrate it, and has no local superuser to demonstrate how it is used, will not change how they work in any meaningful way. The communication creates awareness. The behaviour change requires different conditions.

Measurement: Tracking Behaviour Change, Not Access

The measurement frameworks that organisations apply to enterprise AI deployments typically track the wrong things.

Licence activation confirms that the procurement process worked. Training completion confirms that people sat in a session. Login frequency confirms that people are opening the platform. None of these metrics confirm that the AI has changed how work gets done or improved the outcomes the business case projected.

Effective measurement connects AI usage to the specific workflow changes the deployment was designed to produce. This requires defining what the desired behaviour change looks like before deployment, not after. The questions it must answer are: How long does it now take to produce the output the AI was meant to accelerate? How often is the AI used in the workflow it was deployed to support? Where is usage concentrated, and what does high-usage behaviour look like compared to low-usage behaviour? Are the outcomes the AI was meant to improve actually improving?

These questions require data from the work, not just from the platform. Usage analytics show that someone used the AI. They do not show whether the AI made a difference to the outcome. Connecting AI usage to outcome data requires measurement design that predates go-live, because the baseline must be established before the AI is in use.

The measurement framework also serves as an early warning system. If specific teams are not adopting, is that a workflow friction issue, a training issue, a superuser issue, or a use case fit issue? If usage is high but output quality is not improving, is that a prompt quality issue, a model fit issue, or a user judgment issue? These distinctions determine what intervention is needed. An organisation that only tracks licence activations cannot answer any of these questions.

Measurement should also track the right comparison. The relevant benchmark is not whether people are using the AI more than they were six months ago. It is whether the investment is delivering the return the business case projected, and whether that return is growing, stable, or declining over time.

Resourcing and Ownership

Enterprise AI change management is underresourced as a rule. Most project budgets include a line item for change management that covers training development and communications, and little else. The resourcing question has two parts: what change management activity requires, and who owns it.

Change management that is treated as a post-go-live remediation problem costs significantly more because it requires diagnosing and correcting adoption patterns that have already formed.

In terms of ownership, change management for enterprise AI sits at the intersection of IT, operations, and business unit leadership. It does not belong exclusively to any of them. The organisation needs to designate someone with specific accountability for adoption outcomes, not just for delivery milestones. This person needs sufficient authority to engage business unit leaders on workflow redesign, access to usage data to monitor behaviour, and a mandate that extends beyond project close.

Without a named owner who is accountable for adoption after go-live, change management tends to dissolve at project closure. The investment was made. The project is done. Nobody is accountable for whether the organisation actually works differently.

The connection between change management and value realisation is direct and underappreciated.

Enterprise AI business cases project returns based on assumptions about adoption: how many people will use the AI, how often, for which tasks, with what efficiency gain. These assumptions are the mechanism by which the investment is expected to produce return. If the adoption assumptions do not eventuate, the return does not eventuate, regardless of how well the technology performs.

A deployment that reaches 80 percent meaningful usage across the target user base delivers a fundamentally different return from one that reaches 20 percent, even if the platform is identical. The change management investment is what separates these outcomes.

The business case approved the licence. It does not automatically approve the behaviour change. That requires a separate design effort, specific resourcing, and a measurement framework that tracks what the business case actually promised: not that people have access to AI, but that the organisation works differently because of it.

Organisations that treat change management as the last step of a deployment consistently underperform against their business cases. Organisations that treat it as the central design question of the deployment, answered before vendor engagement begins and executed as an operational discipline rather than a project phase, consistently achieve stronger adoption and more durable return on the investment.
